[ICT Development and its Opportunity in Lao PDR]

Ministry of Post and Telecommunications is the agency responsible for overall policy planning, organize and management of posts and telecommunications matters at national level including infrastructure policy, national cyber policy, digital transformation plan as well as human resources development.

Information communication and technology has play an important role and be one of the main sectors in contribution to Lao Social and Economic Development. The government has laid down the policy and regulations to encourage infrastructure development to ensure ICT access with modern telecommunications networks. The aim is to not only to have available network, but with accessibility and affordability.

Along with 8th social and economic development plan, MPT has set forth ICT Vision 2030, 5 years Development plan 2016-2020 and 10 years Master plan 2016-2024. With the major goals and target to expand telecommunications services to cover 100% of all villages and install fiber optic across all district. (the current statistic, telecom coverage is 80%, and fiber option install 8324KM across the nation). To create a favorable environment and required infrastructure so that the telecom operators/service providers and telecom entrepreneurs find it easy to provide services with advanced technologies. To develop the capacity of personnel in telecommunication and Internet sectors to meet international standards. Ensure that broadband services are accessible nationwide both in urban and rural areas. Ensure the backbone is accessible and cost effective. Ensure that broadband services are affordable to everyone. Ensure that everyone has some ICT knowledge.

While the aim for 2020 is to narrowing the gap between the urban and rural digital development, there are still existing challenges as such geography made it high cost of investment, small market size, local content, ict literacy, and several regulation need to be create to tackle the fast changing technology. But there is also so much room for development and opportunity of Investment while government is encourage PPP model, government encourage infrastructure sharing and investment in rural areas (remote/unconnected), potential investment and development on New Innovation, content and applications (including e-services). Standard and quality areas are yet to be touch upon. And lastly while government is promote ICT used in all sectors, let digital revolution driving more startup, SME, MSME for digital economy.

[Malaysia Smart City Project and Initiatives]

Rapid urbanization will have adverse implications on most cities whereby cities will experience issues and challenges such as congestion, pollution and inefficient deployment of urban services. Malaysia to faced similar uses on the pain point and to address this challenges, smart cities is seen as new approach in urban management to make cities more sustainable and improve the quality of life of urban dwellers.

Malaysia is now in the mid of preparing the smart city framework that will provide guidance towards smart and innovative ways in managing urban challenges in the country towards 2025. The goal of Malaysia Smart Cities Framework 2018-2025 is to develop an overall framework for Smart Cities Development in Malaysia and as a reference to agencies and stakeholders in ensuring a systematic implementation of smart city. It also in line with the New Urban Agenda(NUA), Sustainable Development Goals(SDG's), Eleventh Malaysia Plan 2016-2020, National Physical Plan(NPP 3) and National Urban Policy(NUP2).

This framework consist of smart infrastructure, smart economy, smart mobility, smart living, smart people, smart environment and smart government for guiding us on smart city development in Malaysia which basically maintaining people centric-focus and staying ahead of the challenges and opportunities in today's fast changing landscape. Each component will be supported by policies, strategies and indicators to assess and measure the city's performance towards achieving the vision of a smart city.

Malaysia also collaborates on the ASEAN Smart City Network(ASCN) that provides a Smart Cities Framework for the need of standardization and implementation of Smart City Action Plans(SCAPs) (2018-2025) in the form of partnerships with the private sectors and external partners. Two (2) priority projects that have been proposed by the cities (Kuala Lumur, Johor Bahru, Kota Kinabalu and Kuching) are:-

i. KL Urban Observatory and Kuala Lumpur Pedestrian & Bicycle Lane (Kuala Lumpur)
ii. Iskandar Malaysia Urban Observatory (IMUO) and Integrated Urban Water Management Blueprint (Johor Bahru)
iii. Integrated Public Transport System and Integrated Solid Waste Management (Kota Kinabalu)
iv. Smart Mobility - Integrated Smart Traffic Light System and Integrated Flood Management and Response System (Kuching)
